I guess we could classify it as a kind of "3-channel fuzz tone". If memory serves me correctly, you placed the small one-string pickups under the 3 strings you wanted to play...and voila! You had a sound like 3 guitars playing fuzz harmony without the intermodulation distortion that you get when you play 3 strings through the same fuzztone. I think maybe Buddy designed it to simulate violins (the way some players do with a Bosstone) playing harmony together, hence the name "String Machine".

I have an old info sheet on this! It is used to create "string section" parts.
If you have "the Buddy Emmons Collection" Amazing Steel Guitar C/D, the cover shot shows one in place on Buddys S-12.

I have one of these that still works, still in the original hard case with the Emmons logo on top. I got it from Ron Lashley around '78 if I recall. I haven't used it in quite awhile but it's cool to mess with look at from time to time.
